MUSCAT : Announcing penalty for graffiti vandals, the Municipality explained that ‘Graffiti is visually distorting and in violation of local laws and orders.’
It described graffiti as any ‘writing or drawing scribbled, scratched, or sprayed illegally on a wall or other surface in a public place.’
